TOSSD: A Statistical Assessment

In 2012, the OECD decided to create a new measure of development finance that would be much wider than just “official development assistance”.  This is now known as Total Official Support for Sustainable Development (TOSSD), and though still housed at the OECD, its work is now governed by an International Forum.  In this article, Simon Scott and Hedwig Riegler follow up the comments they made on TOSSD last year with a deeper analysis of TOSSD from a statistical perspective.  They find critical design flaws in its concept, definition and methodology, and massive under-reporting of its target expenditures.  They conclude that a fundamental re-think is required, and they discuss a recent suggestion on how to go about this.
