Climate Finance: What Needs to be Done!

This special ODAReform page contains three articles about the measurement of climate finance.


- The first, by Steve Cutts, identifies the key problems with the $100 billion per year climate finance target and the lessons they offer for any follow-up target.


- The second, by Simon Scott, discusses the pros and cons of four published methods of measuring financial flows against the $100 billion pledge.


- The third, by Hedwig Riegler, discusses the practical problems of developing a system for measuring climate finance in the absence of any globally agreed methodology, with specific reference to Austria's experience.


All three articles conclude that the international community must take far more care in future to design climate finance pledges that are meaningful and measurable.  They identify a little-known document that offers a set of already-agreed recommendations that can help ensure this.
